Caribbean Electric Utility Services Corporation (CARILEC)

Introduction
The CARILEC Secretariat strives to enhance communication among its members and to serve as the focal point for general and technical information. The Secretariat takes the lead in advocating for change in the electric utility industry in the Caribbean and in this regard produces a number of information products and provides a range of services to members. including the following:

Corporate Governance

According to the CARILEC bye-laws provision is made for the appointment of a Board of Directors comprising not more than (15) and not less than (3) members to be responsible for policy governance. A Director shall be the Chief Executive/Operating Officer or a senior professional staff of a member utility. Provision is also made for the Directors to elect a Chairman and Vice Chairman from among them.  Currently, the Board of Directors of CARILEC comprises a fifteen (15) member team. Thirteen (13) of the Directors are elected at the annual meeting of members from among the Full Members for a term of three (3) years each, while one (1) Director is elected to serve as a representative of the Associate Members for a period of one (1) year. The Board also comprises an ex-officio Executive Director who is responsible for the day to day administration of the Secretariat located in Saint Lucia and serves as the Company Secretary/Treasurer.

Activities of CARILEC

Training Services

Our Secretariat delivers a programme of high-quality training to upgrade the skills of member utility and electricity industry personnel in the areas of engineering, technical, administration and management.

Conference Services

The Secretariat organizes annual or occasional regional conferences which allows for interaction among electricity stakeholders and utility professionals operating in the fields of Public Relations & Corporate Communications, Executive Management, Engineers & Purchasing, Information Systems, Finance, Customer Service, Human Resource and Renewable Energy.

Information Services

The Secretariat routinely collects information about a wide range of industry activities, maintains databases and disseminates information to member through regular electronic mail, general publications, a website and telecommunication.

Disaster Management

The Disaster Management Plan was established to assist members in disaster planning and restoration activities. All full members subscribe to a related fund attached to the plan, from which restoration expenses are charged. Assistance is also solicited from sister utilities that were not affected by the disaster and this is coordinated by the Project Manager of CARILEC.

Technical Studies & Surveys

The Secretariat co-ordinates the conduct, publication and distribution of regional studies and operational surveys on an annual or periodic basis. Our ongoing studies are intended to cover such areas as Benchmarking, Energy Policy and Utility Compensation. We also conduct regular surveys on utility Tariffs, Accident and Incident, Equipment and Accessories and Fuel and Lubricants. As well, we conduct ad hoc surveys at the request of our members.

Major Publications

The Secretariat regularly publishes and distributes a number of publications to keep members abreast of its activities. Some of the main publications include: an Annual Programme Catalogue, a monthly Electronic Newsletter, an Annual Magazine, an Annual Industry Journal, a Biennial Membership Directory and an Annual Report.
